Job Description

Under the supervision and direction of the County Attorney, to assist the County Attorney in discharging the statutory duties, obligations, and responsibilities of the Office.

Job Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Provide counsel and advice to the Meeker County Board of Commissioners and other County Departments.
  2. Provide counsel and guidance to Meeker County personnel on a variety of civil, administrative, and employment matters.
  3. Interpret, and advise County personnel and elected officials of statutory and court-ordered policies and procedures. Prosecute of all levels of adult and juvenile criminal activity, including preparation of Complaint, supervising and advising investigations, pre-trial appearance, and trial work.
  4. Represent petitioners in civil commitment proceedings (mental illness, mental retardation, chemical dependency) including advising as to requirements for commitment, preparing petitions, trial work and drafting Orders.
  5. Represent petitioners in delinquency and child protection matters, including advising as to procedures and policies that must be followed, supervising investigation, initiating Court action, trial work and drafting Orders.
  6. Represent and advise the Social Services Department regarding procedures and policies involving welfare programs. Collection of child support and establishment of paternity through initiating and performing trial work. Initiate and perform probate actions. Attend administrative hearings. Maintain legal action, both civilly and criminally, to obtain reimbursement of wrongfully allocated welfare benefits. Establish guardianship for incapacitated persons. Represent Meeker County in the welfare appeal process.
  7. Represent Meeker County and the State of Minnesota in Appellate Court proceedings.
  8. Perform general legal work in, but not necessarily limited to, the following areas: , administrative law, real estate law, governmental law, contract law, criminal law, trust and estate law, data practices, and family law.

Education and/or Experience

QUALIFICATIONS

  1. Ability to deal effectively and maintain cooperative working relationships with law enforcementsocial services, and other County personnel as well as other members of the legal profession. 
  2.  Ability to prepare for and conduct jury trials, motion arguments, and appeals.
  3.  Ability to utilize office technology, such as computer, keyboard, relevant software programs.
  4.  Ability to effectively draft legal pleadings and documents.
  5.  Ability to research law and facts, both paper and computer based.
  6.  Working knowledge of Windows, Word, and Westlaw.
  7.  Ability to articulate legal principles.
  8.  Ability to communicate effectively with law enforcement officers, crime victims, child support obligee’s and obligor, Meeker County personnel, and the general public.
  9.  Ability to work as a team member within the office.
  10.  Ability to maintain confidentiality.
  11.  Maintain high ethical standards.
  12.  Successfully complete a criminal background check.

EDUCATION

Juris Doctor Degree (equivalent to Ph.D.) licensed as attorney by the Minnesota Supreme Court and eligibility to be licensed to practice before the Federal District Court.

STARTING MONTHLY SALARY

Level 12a: $5,538.83
